This is too strange, just weird.  Under a new “good landlord” ordinance proposed in Grass Valley, (CA) landlords in town could face fines, misdemeanor charges and even jail time for the behavior of their tenants.  What?  Make the landlords responsible for their tenants behavior?  Is it just me?  Or does this sound wrong to anyone else?
